The purpose of these Terms of Reference is to guide procurement and supply of trucks for the Zimbabwe Agricultural Growth Programme (ZAGP) Value Chain Alliance for Livestock Upgrading and Empowerment (VALUE) project. 

1.      Background

The Value Chain Alliance for Livestock Upgrading and Empowerment (VALUE) project is a European Union funded project under the Zimbabwe Agricultural Growth Programme (ZAGP).  The project is being implemented by ActionAid Zimbabwe as the lead organisation in partnership with COSV and Mercy Corps together with private sector players namely Braford Farming and Shamiso Farm. The VALUE project seeks to procure trucks from reputable suppliers to be used for moving animal feed, grain, pigs, pork and pork products and construction material at the two farms . 


Procurement details

Vehicle (Truck) specifications

  • 2x trucks with drop sides
  • Applications: Animal Feed, Grain, Pigs, pork and pork products and construction material delivery
  • 120 litres and above Fuel Tank Capacity
  • Payload Capacity: 9-12tonnes
  • On and Off road
  • Diesel fuel
  • Right-hand drive
  • Spare wheel

 

NB/ RULE OF ORIGIN APPLIES[1]


[1] Rule of origin: Refers to the origin of supplies, equipment and materials. The European Commission defines “origin” as follows: “Goods originating in a country shall be those wholly obtained or produced in that country. Goods whose production involved more than one country shall be deemed to originate in the country where they underwent their last, substantial, economically justified processing or working1”. The origin must be certified by a certificate of origin which supplier should provide when making the purchase, if the purchase is above 5,000 EUR.

1.      Application process

Suppliers who meet the above requirements should submit their application which should include the following;

  • Application letter of quantities to be supplied
  • Prices should be inclusive of all applicable taxes and must be mentioned clearly in locally recognized currency  

Prices shall include transportation (FoB Harare, ActionAid Zimbabwe Offices) inspection fees, loading/unloading, certification

  • Copy of certification documents
  • Copies of relevant company documents 
  • Completed Bidders Reponses as per the guided template. 

Completed bids must be enclosed in sealed envelopes and endorsed on the outside with the advertised tender number TEND 20-01 SUPPLY AND DELIVERY OF TRUCKS  and mailed or hand dropped to:
