The Government of the Republic of Zimbabwe has received financing from the African Development Fund toward the cost of the Tax and Accountability Enhancement Project (TAEP), and intends to apply part of the agreed amount for this grant to payments under the hiring of a Procurement Specialist. ZIMRA is thus desirous to hire an individual consultant will provide expertise in the procurement of TaRMS software, hardware and consultancy services.
The project involves the following services:
1) Acquisition of Software and Hardware, implementation and configuration of the Tax and Revenue Management System (TaRMS). 2) Change Management and Capacity Building. 3) Project Management Support.
The Zimbabwe Revenue Authority (ZIMRA) now invites eligible individual Consultants to submit their CVs to indicate their interest in providing this service. Interested consultants must provide information indicating that they qualified to perform the service.
The Procurement Specialist shall have the following qualifications and experience:
Masters of Science in Procurement or equivalent. At least 10 years relevant experience in the field of Procurement of which 5years should have been spent working under the administration of multilateral grants. At least five (5) traceable references of similar work in Procurement. In-depth knowledge and experience of procurement rules and regulations for the African Development Bank and other multilateral development partners. Experience working with Revenue Administrations is an added advantage. The ability to communicate, negotiate, analyze, elaborate and present reports and statements.
Good knowledge of the English language, written and spoken.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” September 2010, revised July 2012, which is available on the Bank’s website at http://www.afdb.org.
